Resident Engineer – Civil (Water & Desalination Projects)

About the role

The Resident Engineer (RE) will work under the direction of the PMC Team Leader, acting as the Engineer/Employer’s Representative under FIDIC contracts. The RE is responsible for day‑to‑day on‑site supervision, contract administration and technical oversight of large water and desalination infrastructure projects, ensuring full compliance with contract terms, employer requirements, applicable laws, IFI safeguards and approved designs.

Key responsibilities

• Assist the PMC Team Leader with FIDIC Gold/Red Book contract administration, reviewing and approving contractor submissions, materials, plant and equipment.
• Issue Engineer’s Instructions, variations and interim payment certificates; evaluate extension of time and contractor claims.
• Oversee daily construction activities, ensuring compliance with approved designs, GFC drawings, employer requirements and technical specifications.
• Coordinate civil, mechanical, electrical and process works with discipline engineers and inspectors.
• Enforce the contractor’s QA/QC system, witness pre‑commissioning, dry and wet commissioning, performance and acceptance tests, and verify readiness for taking‑over.
• Prepare weekly/monthly progress reports, donor reports and risk/issue registers; liaise with client, IFI representatives and statutory authorities.
• Monitor contractor compliance with ESHS plans, IFI safeguard requirements and national regulations; report incidents and corrective actions.

Required profile

• Bachelor’s degree in Civil, Mechanical or Environmental Engineering (mandatory).
• Minimum 15 years of relevant professional experience.
• At least 10 years supervising large water infrastructure projects, preferably water‑treatment plants ≥200 MLD or desalination/SWRO plants.
• Demonstrated hands‑on experience with contract and donor requirements.
