Consultant – Whistle-blower Protection Expert

About the role

This consultancy supports the assessment and improvement of whistle‑blowing reporting systems in line with international standards. The consultant will work under the supervision of the Acting Chief of FSS/CFB and in close coordination with UNODC thematic leads.

Key responsibilities

• Conduct an assessment of the Ukrenergo reporting system for compliance with ISO 37002 and EU Directive 2019/1937.
• Support NABU in implementing assessment recommendations for 2024/2025, including advice and drafting a revised whistle‑blowing policy.
• Support SARDI in implementing assessment recommendations for 2025, providing advice and drafting a revised whistle‑blowing policy.
• Review and propose amendments to the internal reporting mechanism and policy of a selected border‑management agency.
• Deliver all tasks under the overall supervision of the Acting Chief of FSS/CFB and in consultation with UNODC members.

Required profile

• Proven experience in assessing whistle‑blowing systems and policies.
• Familiarity with ISO 37002 standards and EU Directive 2019/1937 on whistle‑blowing.
• Ability to draft and revise whistle‑blowing policies based on assessment findings.
• Experience working under supervision of senior officials and collaborating with international organizations.
