Monitoring, Evaluation and Learning Officer – Urban Malaria Elimination

About the role

The Monitoring, Evaluation and Learning (MEL) Officer will support the design, implementation and continuous improvement of the MEL system for PATH’s Urban Malaria Elimination Project in Mumbai. The role ensures high‑quality data collection, analysis and reporting to drive evidence‑based decisions and adaptive programme management.

Key responsibilities

• Lead implementation of the project’s MEL framework in line with Results‑Based Management principles.
• Develop annual MEL plans, monitoring schedules, indicator tracking tools and reporting templates.
• Strengthen routine data collection, validation, compilation and management across intervention wards.
• Establish and maintain digital monitoring systems and performance dashboards.
• Analyze epidemiological, programme, laboratory and vector‑control data to generate actionable insights.
• Monitor malaria surveillance performance, including case notification, treatment initiation and vector surveillance indicators.
• Develop GIS‑based analytical products to identify hotspots and support programme planning.
• Lead quarterly performance reviews and annual learning workshops.

Required profile

• Experience designing and implementing MEL systems for health programmes.
• Proven ability to ensure data quality, completeness and timeliness.
• Familiarity with results‑based management and performance monitoring.
• Experience working with public health stakeholders such as municipal corporations and health facilities.
