Consultant – Technology Transfer Operations

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks an International Consultant to design a practice‑oriented e‑learning module on technology transfer for technology transfer offices (TTOs) and innovation intermediaries across the Asia‑Pacific region. The assignment is remote, lasts six months, and reports to the Head of APCTT and a designated programme officer.

Key responsibilities

• Review existing technology‑transfer training resources (e.g., WIPO, AUTM) and identify gaps for a new e‑module.
• Conduct virtual consultations with APCTT Governing Council members, 5‑10 TTOs, and partner institutions to refine scope and learning objectives.
• Develop a detailed curriculum framework, learning outcomes, pedagogical approach, and assessment strategy.
• Create structured content covering institutional management, commercialization, IP identification, protection, valuation, and partnership development.
• Integrate at least five region‑specific case studies, tools, templates, and examples.
• Design interactive elements such as quizzes, self‑assessment exercises, and scenario‑based learning for asynchronous delivery.
• Provide technical input to other APCTT capacity‑building activities as needed.

Required profile

• Advanced university degree (Master’s or equivalent) in innovation management, technology transfer, intellectual property, or a related field.
• Demonstrated experience in instructional design and development of e‑learning modules.
• Familiarity with technology‑transfer operations and the institutional context of developing countries in the Asia‑Pacific.
