Local Climate Assessment Consultant – Shimla

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a Local Consultant to lead the climate assessment for Shimla, India. The consultant will coordinate stakeholder engagement, conduct gap analyses across four climate dimensions, and produce draft and final EFC reports.

Key responsibilities

• Identify relevant stakeholders and conduct pre‑evaluation of the four EFCs for Shimla.
• Organise and lead multistakeholder workshops with national and local government officials (March 2026 and May 2026).
• Draft outline of project activities, develop and validate EFC reports through online and in‑person consultations.
• Assess gaps in climate policy, data, budgeting, and coordination; provide operational recommendations.
• Prepare and deliver the first draft of the EFC reports and incorporate feedback from experts, peer reviewers, and national partners.
• Support translation of final reports into Thai and oversee final launch workshop.

Required profile

• Proven experience in climate policy, environmental assessments, or related fields.
• Strong background in stakeholder facilitation and workshop management.
• Excellent report writing and analytical skills.
• Ability to work on tight timelines and deliver high‑quality outputs.
