Director of Operations and Human Resources

About the role

The Municipality of Casselman is seeking a senior leader to direct both operational functions and human‑resources initiatives. Reporting to the Chief Administrative Officer, the Director of Operations and Human Resources will help drive the municipality’s strategic priorities while ensuring smooth coordination across departments.

Key responsibilities

• Partner with the Chief Administrative Officer to achieve corporate objectives and implement strategic plans.
• Represent the municipality with government agencies, community organizations, and business partners.
• Coordinate operations and projects across all departments, overseeing priority special projects.
• Lead all HR functions including recruitment, onboarding, policy development, employee relations, disciplinary actions and performance management.
• Advise department directors on HR matters and support overall municipal management.
• Handle complex or emergency situations and ensure effective bilingual communication.
• Supervise, develop and engage staff within the operations and HR areas.
• Manage a portion of the operational budget and contribute to financial planning.

Required profile

• University degree in administration, human resources, public administration or a related field.
• Minimum five years of experience in operations management, preferably in a municipal or public‑sector environment.
• Demonstrated experience in human‑resources management is a strong asset.

Required skills

• Strategic leadership and sound decision‑making.
• Excellent interpersonal and communication abilities in both French and English.
• Ability to work under pressure, manage complex situations and maintain confidentiality.
