Director of Operations and Human Resources

About the role

The Municipality of Casselman is looking for a dynamic Director of Operations and Human Resources to join its senior leadership team. Reporting to the Chief Administrative Officer, you will help drive strategic priorities, coordinate cross‑departmental initiatives, and provide expert HR guidance.

Key responsibilities

• Collaborate with the CAO to achieve corporate objectives and represent the municipality with external partners.
• Ensure seamless coordination of operations and projects across all departments.
• Lead priority special projects and manage a portion of the operational budget.
• Oversee all HR functions, including recruitment, onboarding, policy development, employee relations, discipline, and performance management.
• Advise department directors on HR matters and intervene in complex or emergency situations.
• Supervise, develop, and engage staff within the operations and HR areas.
• Maintain effective bilingual communication (French and English) throughout the organization.

Required profile

• University degree in administration, human resources, public administration, or a related field.
• Minimum of 5 years of operations management experience, preferably in a municipal or public‑sector setting.
• Experience in human‑resources management is a strong asset.
• Demonstrated strategic leadership, sound decision‑making, and ability to work under pressure.

Required skills

• Fluency in both official languages (French and English).
