Director of Operations and Human Resources

About the role

The Municipality of Casselman is looking for a senior leader to direct both operations and human‑resources functions. Reporting to the Chief Administrative Officer, the Director will help drive strategic priorities, ensure smooth coordination across departments, and act as a key advisor on HR matters.

Key responsibilities

• Partner with the Chief Administrative Officer to achieve corporate objectives.
• Represent the municipality with government agencies, businesses and community partners.
• Coordinate operations and projects across all departments and oversee priority special projects.
• Lead all HR activities including recruitment, onboarding, policy development, employee relations, discipline and performance management.
• Advise department directors on HR issues and support overall municipal management.
• Handle complex or emergency situations and ensure effective communication in both French and English.
• Supervise, develop and engage staff within the director’s area of responsibility.
• Manage a portion of the operational budget and contribute to financial planning.

Required profile

• University degree in administration, human resources, public administration or a related field.
• Minimum five years of experience in operations management, preferably in a municipal or public‑sector setting.
• Experience in human‑resources management is a strong asset.
• Excellent command of both official languages (French and English).
