Consultant – Planning and Finance Management (Technical Support Unit)

About the role

PATH, a global nonprofit focused on health equity, is seeking a Consultant to lead planning and finance management for the Technical Support Unit supporting the Metropolitan Disease Surveillance Strengthening component of the PM‑ABHIM mission in India.

Key responsibilities

• Assess cost norms from global metropolitan cities and provide recommendations for realistic planning and budgeting of surveillance activities.
• Evaluate existing funds‑flow systems, identify gaps, and propose improvements to enhance efficiency and transparency.
• Analyze accounting and financial reporting mechanisms to improve timeliness, accuracy, and accountability.
• Develop sustainable financing strategies for metropolitan surveillance units beyond the PM‑ABHIM funding period.
• Provide technical assistance and capacity‑building support to finance and administrative teams within surveillance units.
• Design and implement monitoring and evaluation frameworks for financial performance.

Required profile

• Demonstrated experience in financial planning, budgeting, and management for public‑health or large‑scale development programs.
• Strong understanding of public‑sector financing, fund‑flow processes, and financial reporting standards.
• Experience working with government health ministries, multilateral donors, or international NGOs.
• Excellent analytical and problem‑solving abilities with a focus on results.
