Legal Head – Construction & Real Estate (Goa)

About the role

The Legal Head will lead all legal, regulatory and compliance matters for construction and real‑estate projects across Goa. The role ensures that land acquisition, RERA compliance, construction contracts, statutory approvals and dispute management are fully protected and aligned with central and state regulations.

Key responsibilities

• Conduct end‑to‑end land due diligence in Goa, including title verification, mutation records, Form I‑XIV, tenancy checks and comunidade land matters.
• Coordinate with local bodies (TCP, PDA, Panchayat/Municipal councils, Revenue Dept.) for land conversion and approvals.
• Ensure timely compliance with Goa‑specific statutes such as the Goa Town Country Planning Act, Goa Land Revenue Code, RERA rules, BOCW, Pollution Control Board, Fire Safety and CRZ norms.
• Draft, review and negotiate construction contracts, EPC agreements, subcontractor and vendor contracts; manage risks related to delays, penalties and variations.
• Represent the company in civil courts, arbitration, labour tribunals and other legal forums; liaise with external counsel.
• Oversee labour compliance under the Contract Labour Act, BOCW Act, Shops Establishments Act and Minimum Wages regulations; support HR and project teams on worker grievances.
• Monitor legal risks, conduct periodic site audits and ensure corporate policies align with state and central requirements.
• Lead internal legal staff and external counsel network, provide training on contract compliance and advise management on strategic decisions.

Required profile

• LLB (mandatory) and preferably LLM.
• Minimum 10 years of legal experience, with at least 5 years in construction/real‑estate law in Goa or the western region of India.
• Proven track record in land legalities, statutory approvals and arbitration cases.
• Strong knowledge of construction laws, RERA, CRZ and land revenue codes specific to Goa.
• Excellent drafting, negotiation and conflict‑resolution abilities.
• Ability to manage stakeholder expectations across government bodies, site teams, consultants and senior management.
