Deputy Manager - Fire & Safety

About the role

The Deputy Manager – Fire & Safety will lead the implementation, monitoring and continuous improvement of fire protection and safety programmes across our plant facilities. You will work closely with engineering, construction and operations teams to ensure compliance with all relevant fire safety regulations and standards.

Key responsibilities

• Implement and maintain fire protection systems, including water networks, hydrants, sprinklers, pumps, foam and alarm systems.
• Conduct fire risk assessments, develop emergency response and evacuation plans, and ensure compliance with the National Building Code, Factory Act and related regulations.
• Monitor safety compliance during civil, structural, mechanical, electrical and commissioning activities, and manage Permit‑to‑Work processes for hot work, confined spaces, excavation, lifting and work‑at‑height.
• Lead emergency response teams, organise fire drills, mock drills and disaster simulations, and coordinate with local fire authorities and emergency services.
• Investigate fire incidents and near‑misses, perform root‑cause analysis and drive corrective actions.
• Deliver fire safety training, toolbox talks and competency programmes for employees and contractors.

Required profile

• Bachelor’s degree in Mechanical, Electrical, Fire, Chemical or Industrial Safety Engineering.
• 4‑8 years of experience in fire and safety management within thermal power plants, heavy industry, refineries, petrochemicals or infrastructure projects.
• Exposure to greenfield thermal power project construction and commissioning is highly preferred.

Required skills

• Fire protection system maintenance and testing.
• Fire risk assessment (FRA) and emergency response planning.
• Permit‑to‑Work (PTW) implementation and Hazard Identification & Risk Assessment (HIRA).
• Incident investigation, root‑cause analysis and corrective‑action tracking.
• Knowledge of National Building Code (NBC), Factory Act, Explosives Rules and Petroleum Rules.
• Fire safety training delivery and competency development.
