HSE Manager – PMC (Power & Renewable Projects)

About the role

AECOM is seeking an experienced HSE Manager – PMC to lead Health, Safety and Environmental functions across large‑scale power transmission, substation and renewable energy projects. The role acts as the client’s HSE representative, ensuring EPC contractors meet statutory regulations, international standards and a zero‑incident safety culture from design through commissioning.

Key responsibilities

• Develop, implement and continuously improve the Project HSE Management Plan aligned with contractual and regulatory requirements.
• Oversee EPC contractors’ HSE performance, review and approve HSE plans, method statements, risk assessments and emergency response plans.
• Lead hazard identification, risk assessments (HIRA, HAZID, TRA) and maintain risk registers and early‑warning systems.
• Supervise site HSE compliance for transmission lines, AIS/GIS substations, renewable plants and BESS installations, enforcing PTW and LOTO systems.
• Investigate incidents and near‑misses, drive corrective and preventive actions and ensure thorough reporting.
• Prepare regular HSE dashboards, conduct inductions, toolbox talks and safety training programs.
• Promote digital HSE tools, drone monitoring and predictive safety analytics for large‑scale projects.

Required profile

• Bachelor’s degree in Electrical, Mechanical or Civil Engineering; postgraduate safety qualification preferred.
• 15+ years of HSE management experience on power transmission, substation and renewable energy projects.
• Proven experience in PMC/EPC environments with strong contractor management.
• Familiarity with international standards (ISO 45001, ISO 14001, IFC/World Bank EHS Guidelines).
• Ability to work in a matrixed, multicultural environment and travel for site reviews.

Required skills

• ISO 45001 and ISO 14001 HSE management systems.
• Hazard Identification and Risk Assessment (HIRA, HAZID, TRA) and JSA development.
• Permit‑to‑Work (PTW) and Lock‑out/Tag‑out (LOTO) procedures.
• Digital HSE platforms, real‑time monitoring dashboards and predictive safety analytics.
• HV/EHV/UHV system safety (up to 765 kV), AIS/GIS substation construction, transmission line erection and stringing.
• Renewable integration safety for solar, wind and Battery Energy Storage Systems, including fire suppression and thermal risk mitigation.
• Use of MS Office and integrated project monitoring systems.
