HSE Engineer – Transmission Line & Substation

About the role

AECOM is seeking an HSE Engineer to monitor and enforce the approved health, safety and environment (HSE) plan across transmission line, substation and HVDC projects, fostering a proactive safety culture.

Key responsibilities

• Review contractor HSE plans, risk assessments, method statements and emergency‑response procedures.
• Monitor implementation of permit‑to‑work, lockout/tagout and electrical‑safety systems.
• Inspect work‑at‑height, tower erection, stringing, lifting, excavation, scaffolding and confined‑space activities.
• Verify competency, certification and authorization of operators, riggers, electricians and specialist personnel.
• Conduct daily inspections, audits, toolbox‑talk reviews and safety observations.
• Oversee lifting plans, crane operations, equipment certification and exclusion‑zone arrangements.
• Review traffic management, road safety, material handling and site‑access controls.
• Monitor environmental controls such as waste management, spill prevention, dust, noise and vegetation management.
• Investigate incidents, near‑misses and unsafe conditions, and track corrective actions.

Required profile

• Degree or diploma in Engineering with a recognized industrial‑safety qualification.
• Minimum 8 years of HSE experience in construction or power‑infrastructure projects.
• Experience in EHV transmission line and substation works.
• NEBOSH, IOSH or equivalent certification preferred.
• Knowledge of work‑at‑height, lifting, excavation, electrical‑safety and permit‑to‑work requirements.
