Contract & Procurement Expert – Hydropower & Pumped Storage Projects

About the role

AECOM is looking for a Contract & Procurement Expert to lead procurement and contract activities for hydropower and pumped‑storage projects. The role involves developing strategies, preparing tender documents, managing the full tendering cycle and providing contractual support throughout the project lifecycle.

Key responsibilities

• Develop procurement strategies and schedules aligned with project milestones and applicable guidelines.
• Prepare and review pre‑qualification, EOI, RFQ, RFP and tender documents for civil, electro‑mechanical, hydro‑mechanical, transmission and consultancy packages.
• Draft and assess General and Special Conditions of Contract, technical specifications, Bills of Quantities and contractual forms.
• Manage the complete tendering process, including bid invitations, pre‑bid meetings, clarifications, evaluations, negotiations and contract award.
• Administer contracts during execution, handling change orders, claims, extensions, payment certifications and dispute resolution.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering (or related field).
• Minimum 20 years of experience in contract management and procurement for large infrastructure projects.
• Master’s degree or professional certification in Contract Management, Procurement or Project Management is preferred.
• Proven ability to work with international funding agencies such as World Bank, ADB or JICA.

• Microsoft Office Suite.
• Contract and procurement management software.
• FIDIC Conditions of Contract (Red, Yellow, Silver, Green Books).
• Knowledge of World Bank, ADB and JICA procurement guidelines.
• Cost estimation, Bill of Quantities preparation and commercial evaluation.
