Billing Manager – Construction Cost & Contract Administration

About the role

The Billing Manager will lead cost planning, estimation, bill certification and contract administration for the Goa Campus Expansion Project. Working closely with design consultants, contractors and the project management team, you will ensure that all works are delivered within approved budgets, timelines and institutional quality standards.

Key responsibilities

• Prepare detailed cost estimates, BOQs and rate analyses for civil, structural, architectural and MEP works.
• Develop and update cost plans across concept, schematic and detailed design stages.
• Benchmark project costs against similar institutional projects and conduct value‑engineering studies.
• Prepare tender documents, support pre‑qualification, evaluate bids and assist in contract negotiations.
• Manage contracts, review contractor claims, variation orders and EOT requests, and certify interim and final payments.
• Track project budgets, cash flows and cost commitments; analyse variances and prepare monthly cost reports.
• Maintain a change‑control register and ensure compliance with procurement procedures and statutory requirements.
• Coordinate with architects, structural and MEP consultants, PMCs and contractors throughout the project lifecycle.

Required profile

• B.E./B.Tech. in Civil Engineering (mandatory); M.E./M.Tech. in Construction Management or Quantity Surveying preferred.
• 12‑15 years of experience in quantity surveying, bill certification, cost management and contract administration on institutional or large‑scale building projects.
• Experience with educational campus projects (IITs, NITs, IIMs, central or private universities) and exposure to public‑funded or PPP models.
• Prior work with reputed PMCs, architects or contractors such as CPWD, NBCC, L&T or Tata Projects.
