Assistant Resident Engineer – Civil (Port Projects)

About the role

Assistant Resident Engineer will provide technical and administrative services for the implementation and management of the fisheries harbour construction project, supporting the supervision team throughout the project lifecycle.

Key responsibilities

• Assist the Authority in reviewing contractors’ securities, insurance and safety plans.
• Scrutinize the contractor’s work programme and equipment deployment scheme for approval.
• Support the Chief Engineer (Civil) in interpreting contract provisions and technical specifications.
• Help hand over the site and issue orders to commence works.
• Liaise with local authorities to shift utilities as required.
• Supervise works, develop and implement quantity and quality control procedures, and set acceptance criteria.
• Prepare and issue variation orders after Authority approval.
• Assist in evaluating contractor’s claims.
• Verify and certify contractor’s interim certificates and bills for Engineer-in-charge approval.
• Monitor physical and financial progress of the works.
• Prepare quarterly project budgets and estimates.
• Support NMPT in conducting monthly progress meetings.
• Compile monthly progress reports and prepare quarterly reports.
• Ensure timely completion by closely monitoring work progress.
• Verify and certify contractor’s statements at project completion.
• Prepare the Project Completion Report.
• Schedule and manage team resources.
• Advise the Authority/Chief Engineer on delays, causes and mitigation measures.

Required profile

• Master’s or Bachelor’s degree in Civil Engineering with at least 10 years of experience in the port sector.
• Proven leadership of PMC teams on a minimum of three fishing harbour or port projects involving breakwaters, berths, jetties, quays, dredging, reclamation, or similar civil works.
