State Head of Office – Jaipur

About the role

The State Head of Office (HOO) leads UNFPA’s programme and operations staff in the State, ensuring effective management of activities that advance sexual and reproductive health, gender equality and demographic resilience. Reporting to the Deputy Representative, the HOO works closely with the Country Office and State Government to implement the ICPD Programme of Action and Agenda 2030.

Key responsibilities

• Lead implementation of the UNFPA country programme in the State, ensuring rights‑based, gender‑centric and results‑based approaches.
• Coordinate with State Government and partners to manage the programme in full compliance with UNFPA policies.
• Oversee monitoring, reporting and achievement of programme results, providing strategic advice on socio‑economic and political conditions.
• Formulate and supervise annual work plans, guiding implementing partners and ensuring quality implementation.
• Conduct policy dialogue with government and development partners, advocating for inclusion of the ICPD agenda in State plans.

Required profile

• Extensive experience in managing large‑scale development programmes, preferably in sexual and reproductive health or related fields.
• Proven ability to lead multidisciplinary teams, build strategic partnerships and influence senior stakeholders.
• Strong understanding of UN system processes, humanitarian preparedness and results‑based management.
• Excellent communication and advocacy skills, with a commitment to UNFPA’s values and the Sustainable Development Goals.
