Senior Billing & Cost Management Manager – Airport Projects

About the role

The Senior Billing & Cost Management Manager will lead the project management consultancy (PMC) function for billing, quantity verification, cost control and commercial reporting on airport development projects. Reporting to the Project Director, you will ensure accurate contractor payments, monitor project costs against budgets and provide data‑driven insights for cost optimisation.

Key responsibilities

• Review, verify and certify contractor, consultant and vendor invoices and payment applications.
• Maintain billing registers, payment records and certification logs while monitoring billing cycles.
• Establish and manage cost monitoring, budget control and financial reporting systems.
• Track expenditures, commitments, forecasts and cash‑flow requirements, preparing cost forecasts and budget updates.
• Verify quantities, measurements and progress valuations for all project packages and assess commercial implications of design changes.
• Develop cost dashboards, financial MIS reports and early‑warning systems to identify overruns.

Required profile

• Bachelor’s degree in civil engineering, quantity surveying, finance or related field; MBA or master’s preferred.
• 15‑20 years of experience in billing, cost control or commercial management, with at least 10 years on aviation projects.
• Proven experience in contractor billing, cost estimation, budget monitoring and financial reporting.
• Strong understanding of contract provisions for measurement, payment certification and variations.
