Head of Instrumentation & Controls (PMC)

About the role

AECOM is seeking a senior leader to head Instrumentation & Controls within the Project Management Consultancy (PMC) team. The role oversees engineering design, review, and execution of control and automation systems for power transmission, substations, HVDC, FACTS and renewable energy integration.

Key responsibilities

• Lead engineering design reviews and technical governance for SCADA, SAS, PLC/DCS, EMS and communication systems, ensuring compliance with IEC and utility standards.
• Act as the single‑point accountability for all I&C systems in the PMC framework, managing EPC contractor compliance, interface coordination and technical due diligence.
• Supervise construction, installation and site execution of control panels, HVDC/STATCOM controls, PMUs and fiber‑optic networks, enforcing QA/QC and HSE requirements.
• Lead FAT, SAT, pre‑commissioning and commissioning activities, validating integration with grid operators and ensuring correct alarm, interlock and synchrophasor data flows.
• Oversee communication protocols (IEC 61850, IEC 104, Modbus, DNP3) and cybersecurity standards (IEC 62351), guaranteeing redundancy and network reliability.
• Integrate I&C deliverables into project schedules, identify integration risks and support progress reporting and KPI tracking.

Required profile

• Bachelor’s (Master’s preferred) in Instrumentation, Electronics or Electrical Engineering.
• 15+ years of experience in I&C systems for transmission, substations, HVDC and hybrid renewable projects.
• Proven experience in PMC engineering roles with strong stakeholder management and leadership abilities.
