Dam Instrumentation & Monitoring Specialist – International Expert

About the role

We are looking for an International Expert to lead dam instrumentation and monitoring activities for major water infrastructure projects in India. The specialist will coordinate the DHARMA programme, support control‑center set‑up and ensure reliable data acquisition across multiple dams.

Key responsibilities

• Serve as the Nodal Expert for overall coordination and implementation of DHARMA after DTL and TL.
• Review and finalize instrumentation action plans, SCADA, and Surveillance & Control Systems in Project Screening Templates.
• Provide technical support for establishing Centralized Control and Command Centers in state capitals and individual dam control rooms.
• Oversee data collection, transmission, processing, analysis and define outcome report protocols.
• Ensure proper operation and maintenance of installed instrumentation at DRIP dams.
• Manage hardware, software and data transmission for all instrumentation plans.
• Prepare technical bid documents, including BOQ, specifications and instrument selection based on dam type.
• Define qualifying criteria for instrumentation and monitoring systems.
• Conduct third‑party CS&QA inspections and handle transmittals.
• Facilitate capacity building through customized training programmes for DRIP IAs.
• Contribute to revision and creation of guidelines related to instrumentation and monitoring.
• Provide inputs for the national dam‑safety website and MIS system.
• Support development of in‑house expertise at selected academic institutes.
• Develop training calendars and conduct need‑based inspections of DRIP dams.
• Accompany central DSRP panels for special dam safety issues and manage any DRIP‑related activities assigned by the Project Director.

Required profile

• Engineering degree (any discipline).
• Minimum 10 years of experience in dam instrumentation planning, SCADA, surveillance, control systems and automation.
• Proven experience preparing instrumentation plans, data analysis and supervising installation and commissioning on at least three large dams.
• Experience with technical specifications, bid preparation, hardware/software management and O&M of dam instrumentation.
