Cost Manager - Civil (Interior Fit-out & Data Center)

About the role

Turner & Townsend is seeking a Cost Manager to lead cost management services for civil construction projects, focusing on interior fit‑out and data centre works. The role ensures cost control, quality objectives and client expectations are met while fostering a collaborative project environment.

Key responsibilities

• Provide pre‑contract and post‑contract cost management, including estimating, rate analysis and cost planning.
• Develop and present final cost plans to clients.
• Manage tendering and procurement processes: pre‑qualification, tender list preparation, preliminaries, tender analysis and reporting.
• Monitor post‑contract cost variances, support change control and refer major changes to the reporting manager.
• Produce monthly post‑contract cost reports and support client presentations.
• Contribute to value engineering exercises where applicable.
• Interface with clients and consultants throughout all project stages.
• Identify improvements to cost management procedures, templates and products.
• Capture project learnings in the internal Turner & Townsend knowledge database.

Required profile

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field (Master’s degree preferred).
• In‑depth knowledge of pre‑contract and post‑contract cost management services.
• Experience in estimating, rate analysis, cost planning and tender analysis.
• Proven ability to manage procurement and change control processes.
• Strong reporting and governance skills.
• Ability to work collaboratively within a cost management team and mentor junior staff.
