Communications, Outreach & Public Relations Specialist

About the role

The Women’s Economic Empowerment Project (WEP) seeks an experienced communications professional to lead its communication strategy, outreach, public relations and stakeholder engagement. This time‑bound position will support the project’s objectives across West Bengal for a 12‑person‑month engagement.

Key responsibilities

• Develop and implement a comprehensive communication strategy in coordination with the project team and client.
• Create outreach tools, guidelines, briefing materials, media releases, talking points, presentations and official correspondence for internal and external audiences.
• Facilitate information sharing, stakeholder communication and collaboration among partners.
• Conduct independent research on government policies, CSR strategies, media engagement and related topics.
• Track and synthesize global, regional and national best practices to inform project activities.
• Collect, analyse and synthesize data from public and World Bank Group sources to produce knowledge notes supporting outreach.
• Monitor emerging developments related to women’s workforce participation and recommend strategic responses.

Required profile

• Master’s degree in Mass Communication, Strategic Communication, Public Relations, Journalism, Media Science, Media Management or a related discipline from a recognized university.
• Minimum 7 years of professional experience, preferably in the public or social sector, with at least 5 years in a similar communications/outreach/PR role.
• Demonstrated experience in communication strategy, advocacy communication, media management and stakeholder engagement.
• Experience in women’s economic empowerment initiatives in West Bengal is highly desirable.
• Strong written and verbal communication skills in English and Bengali.
• Ability to work effectively in a multi‑sectoral, team‑oriented environment and travel to district locations as needed.
