Assistant Cost Manager – Civil (Pre‑Contracts)

About the role

Turner & Townsend is seeking an Assistant Cost Manager to support the Commission Manager in delivering civil construction projects. You will work across the pre‑contracts phase, helping to develop cost plans, manage tenders and support change‑control processes.

Key responsibilities

• Conduct background research, data collection and benchmarking for cost estimates.
• Prepare and update cost plans to support the cost management team.
• Compile, amend and analyse tender lists; draft tender reports.
• Assist in preparing procurement documentation and addressing variations.
• Support change‑control negotiations for less complex financial matters.
• Perform cost checks, valuations and assist in final account preparation.
• Track cost‑management progress and draft monthly cost reports.
• Maintain document control for all cost‑management documentation.

Required profile

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or related field (Master’s a plus).
• 2‑6 years of experience in cost management or construction projects.
• Native‑level proficiency in the local language and business‑level English.
• Strong communication and interpersonal abilities.

Required skills

• Proficiency with Cost‑X or equivalent cost estimation software.
• Knowledge of Standard Methods of Measurement – POMI, NRM, SCEMM.
