About the role
The Economic and Social Commission for Asia and the Pacific (ESCAP), in partnership with UNICEF, is seeking a National Consultant to support the Government of Rajasthan in assessing and improving civil registration and vital statistics (CRVS) processes. The consultant will analyse registration gaps, map existing business processes, and design streamlined workflows to enhance birth and death registration completeness.
Key responsibilities
- Conduct a desk review of legislation, policies, and existing CRVS procedures in Rajasthan.
- Triangulate multiple data sources (civil registration records, NFHS, demographic methods) to estimate registration completeness and identify population groups with lower coverage.
- Map current (“as‑is”) birth and death registration processes across relevant ministries and agencies.
- Identify bottlenecks, duplications, and service barriers, and develop redesigned (“as‑desired”) processes aligned with the CRVS Systems Improvement Framework.
- Provide recommendations to strengthen governance, clarify institutional roles, and improve data quality and interoperability.
- Prepare a comprehensive report summarizing findings, proposed process improvements, and actionable steps for implementation.
Required profile
- Advanced degree in demography, statistics, public health, economics, or a related field.
- Proven experience in civil registration, vital statistics systems, or similar government data initiatives.
- Demonstrated ability to conduct quantitative analyses using multiple data sources and indirect demographic methods.
- Experience in business process mapping and redesign, preferably within public sector contexts.
- Familiarity with the Indian statistical environment and the Rajasthan state administration is an advantage.
